ASC X12 Initiates Dialogue on New Message Envelope Structure

ASC X12, an organization driving global adoption of business interoperability through collaborative standards creation, industry education and sustainable business practices, is initiating a dialogue with its user community and the business-to-business (B2B), business-to-consumer (B2C), and consumer-to-consumer (C2C) standards community at large to discuss and gather requirements for the potential design of a new message wrapper, which would serve as an alternative to the current envelope.

A new envelope structure would accommodate standards other than X12 and result in the seamless movement of data across supply chain, health care, financial and text messaging networks around the world.

ASC X12 brings a long and rich history of building bridges across multiple industry verticals and is key to driving the development of a new message wrapper that meets today’s technology and trading partner requirements. Individuals responsible for organizations technical investments, technical architecture or maintenance of systems’ ongoing operation are encouraged to voice their input.

ASC X12 Integrates Data Modeling with Metadata Repositories

ASC X12 has successfully bridged the gap between data modeling tools for XML schema development and metadata repositories, enabling various metadata repositories to exchange their base information. This capability streamlines the initial development and ensures the long-term supportability of business-to-business (B2B) messages in XML and other syntax standards.

Developers can leverage the ever-growing collection of cross-industry constructs that populate X12’s Standard Metadata Repository (XSMR). XSMR is the data store housing all the messages, their components, and their usages. All the components are versioned and archived. X12 has defined a standard XML schema, called Component Metadata Interchange Format (CMIF), to exchange these definitions between development tools, XSMR, and commercial off-the-shelf products.

CMIF and XSMR are part of X12’s Context Inspired Component Architecture (CICA). Invented by ASC X12 and essential to the long-term success of B2B interactions, this architecture provides developers with a modeling methodology, which results in well-structured messages made up of a vast assortment of reusable components. In addition, CICA allows message developers to have their components and finished products placed into the repository, where they can become an industry standard. The finished products can also be maintained, in the long term, by a body wider than the initial developers.

The CMIF gives technology providers opportunity to support standardized cross-industry data components in their product offerings. It gives XML developers the opportunity to use commercial, off-the-shelf tools that support the CMIF to standardize their messages. This architecture enables component reusability and interoperability. Key elements of this X12 infrastructure include:

  • X12 Standard Metadata Repository (XSMR) provides flexible reporting capabilities to support standards development work in-progress , and produce end-user documents including XML schemas and user-friendly reference guides
  • Web-based administration tool that accepts CMIF based updates via automated import into the XSMR providing improved data integrity
  • Automated export capability that enables XML developer users to more easily develop their messages from start to finish using commercial off-the-shelf products

Presently, all XSMR components - approved and in development - are available for use within the GEFEG.FX CICA Editor, which is available to ASC X12 members via the X12 Tools for Members Program. With over 250 X12 users, the X12 Tools for Members Program - including software contributions from Altova, GEFEG, Edifecs, and Sparx Systems - is helping X12 users model their business processes, work with schema, and develop new messages.

ASC X12 Collaborates with IAIABC to Extend EDI Standards to Comply with Workers’ Compensation E-Billing & Payment Mandates

ASC X12 continued to cultivate its partnership with the International Association of Industrial Accident Boards & Commissions (IAIABC), an association of government agencies and organizations that tackle workers' compensation issues. Representatives of the two organizations clarified at the beginning of this year existing EDI standards to address state laws requiring the electronic exchange of medical bill transactions between health care providers and workers’ compensation insurance payers. Together, ASC X12 and IAIABC achieved rapid resolution on refining some issues within existing X12 EDI standards and workers’ compensation workflows. Their cooperative accomplishments will reduce administrative costs and improve productivity for the entire market.

ASC X12 and IAIABC extended existing X12 EDI standards, such as the 837 Health Care Claim, by leveraging providers’ current standard and software investments resulting in minimal, but effective, impact to the workers’ compensation community. ASC X12 and IAIABC also ensured that the resulting EDI solution is in line with the X12 implementation guides mandated by the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act (HIPAA) of 1996. While workers' compensation is exempt from HIPAA regulations, the alignment between the X12 standards and workers' compensation requirements will ensure that users only need to support a single standard rather than multiple systems for medical billing and reporting.

It is important to note that state laws may be permissive on which health providers are to use electronic billing, but will require virtually all bill payers (insurers, self insured, or third party administrators) to accept electronic bill submissions. An efficient, universal standard will save payers untold dollars in technology development. At the same time, such systems will speed payment and improve data quality.

Effective January 1, 2008, Texas implemented a new law that streamlines medical billing and payment processes. Workers’ compensation insurance carriers and health care providers are now required to exchange medical bill transactions electronically. California is preparing its rules for payers to accept e-billing transactions, giving providers the option to submit their bills electronically, and expects to implement them later this year. Other states are looking to follow suit shortly via pending legislation. While ASC X12 and IAIABC recognize that they made significant progress to establish the initial set of workers’ compensation EDI requirements, both organizations understand that creating a national standard in preparation for forthcoming state mandates will require additional analysis and fine-tuning. The IAIABC Provider-to-Payer workgroup is building on Texas’ and California’s work, and will continue to collect jurisdictional workers' compensation requirements. ASC X12 will provide the technical expertise to support the IAIABC’s workers' compensation business requirements.

DISA Announces New Director of Marketing and Communications

The Data Interchange Standards Association (DISA), a not-for-profit organization that supports the development of cross-industry e-business interchange standards, has hired Patrice Scheyer as the Director of Marketing and Communications.

Ms. Scheyer will develop DISA's mission to expand and implement highly strategic programs and activities that foster the growth of standards used for business-to-business data exchange. She is responsible for managing the development and implementation of dynamic marketing programs, event and service promotions and for creating content to enhance DISA's brand and communications strategies.

"Patrice's experience building brands across vertical markets and driving revenue and growth for non-profit organizations make her an outstanding addition to DISA and a valuable resource to our members," said Jerry Connors, DISA President and CEO. "She has the demonstrated business leadership and skills needed to develop the essential role industry groups play in advancing e-commerce standards."

Prior to joining DISA, Ms. Scheyer served as Senior Manager, Creative Strategies and Programs, for the Consumer Electronics Association (CEA) and was responsible for strategic marketing, partnerships and logistics for the International CES, an event representing 96 percent of the consumer electronics industry's $146 billion buying power. She also held marketing and membership positions at the International Communications Industries Association (ICIA)/Infocomm International and World Learning's International Education and Exchange Program. Ms. Scheyer's work was recognized with high honors from the American Marketing Association and the International Association for Exposition Executives (IAEE).

"I am very pleased to join DISA in its efforts to promote the vital importance of standards and compliance programs," said Ms. Scheyer. "I look forward to executing a comprehensive marketing and communications plan that illustrates DISA's contributions to driving global e-business."

Fluent in Spanish, she holds Bachelor of Arts degrees in Literature and Rhetoric and also Spanish from the State University of New York at Binghamton and studied English literature at the University of London, King's College.
