Reason For Change
The Defense Logistics Information System requires the new codes to implement X12 within their Federal Logistics Information System. These new codes will allow DLIS to determine:
1) The name applied to a proposed new federal item identification or to an item outside the scope of the federal catalog program, which does not meet the criteria for an approved item name.
2) The format mode of a logistics reference number used in both engineering and logistics data systems.
3) Whether the cited reference number is or is not item identifying or is for information only.
4) The degree of research conducted and the justification for adding a reference number. Reinstatement of an item identification or assignment of a new national item identification number despite a recognized condition of possible duplication with an existing item.
5) The establishment of the type and availability of technical documentation. The codes indicate either that the documentation is available and will be furnished by an activity identified by the reference number action activity code or that the documentation will be available to the originator at the time of submission of reference number and item identification cataloging transactions.
6) The meaning of the encoded data characteristic in a characteristic description of an item. It consists of the master requirement code, mode code and the reply field in a coded form.
7) The specific major organizational entity rule that applies to the management of an item or a group of items of supply. This code designates the service/agency responsible for establishing and maintaining the MOE rules.
8) The specific major organizational entity rule that formerly applied to the management of an item or a group of items of supply.
