Reason For ChangeTransaction Set 309 is used by carriers, terminal operators, port authorities and service centers to provide Customs with a manifest for cargo departing on ocean going vessels.
The Census Bureau and Customs are amending the filing procedures for North American Free Trade Agreement (NAFTA) duty deferral entries to reduce reporting burden on the trade community and to clarify procedures.
Under the new filing procedures, Census and Customs have agreed (based on the filer's discretion) to permit covered types of "consumption" entries to not require a SED as long as the export portion of the transaction is filed via AES.
Therefore, a new exception code to indicate this eligibility and exception for shipments to Mexico is needed.
