Transaction Set 309 is used by carriers, terminal operators, port authorities and service centers to provide Customs with a manifest for cargo departing on ocean going vessels.

A Shipper's Export Declaration (SED) is not required when a manifest is filed electronically rather than by paper. Therefore a code is needed to indicate that the manifest was filed electronically through Customs' Automated Export System (AES).
