Standards Development
Tools for Members Program
Esteemed Contributors
ASC X12 members agree that they will use tools provided through this program solely for the development and maintenance
of the ASC X12 Standard, in coordination with ASC X12 Task Group and Work Group efforts. They will not use the tools for
projects within the context of their specific companies. When the tool is no longer required for ASC X12-related work,
the member will return the tool and release the license back to DISA. The member agrees to provide periodic assurances
to DISA that the tool is still needed and that it is being used within the context of this program. If your organization
would like to donate products to ASC X12, please contact Patrice Scheyer at pscheyer@disa.org
or (703) 970-2052.

About Tools for Members Program
The ASC X12 Tools for Members Program provides those engaged in the development and maintenance of the ANSI ASC X12 Standard with commercial software tools to support their standards-related activities. These tools are provided at no cost to ASC X12 members who are in good standing.
Program Management
ASC X12's secretariat, Data Interchange Standards Association (DISA), will solicit vendor participation in the program, distribute tools to members, ensure that tool distribution is in accordance with license restrictions stated by the contributing vendors, and maintain appropriate records for the program. DISA will work in close coordination with the ASC X12 Steering Committee, which is responsible for validating all requests for tools from the membership and forwarding those requests to DISA for action.
Identification of Tools
The ASC X12 Steering Committee will define tool requirements and may also provide recommendations for specific tools or vendors to DISA. ASC X12 will not endorse any product as part of this process. ASC X12 members are encouraged to provide suggestions and recommendations for additional tools to their subcommittee chair. These recommendations will be communicated to DISA via the ASC X12 Steering Committee. It is assumed that ASC X12 members will select tools that best satisfy specific X12 standard development and maintenance needs.
Obtaining Tools
Any ASC X12 member may request a copy of a tool under this program. Please assume that tool vendors will provide limited quantities of their product for use, so DISA is constrained to distribute no more copies of the tool than have been provided. When DISA cannot support the request, it will be the responsibility of the ASC X12 subcommittee chair to determine which members of their subcommittee require access to the tools.
ASC X12 members shall forward their tool request to their subcommittee chair for action. The chair will then validate that the individual is a member in good standing in the subcommittee and that the member requires use of the tool for development or maintenance of the standard. All member requesters will be required to complete the Tool Request Form and to forward it to the subcommittee chair via email or in paper form. The subcommittee chair will then forward the completed form to DISA. Upon receipt of validated requests, DISA will provide the member with instructions for obtaining the tool. The member may be forwarded media containing the software or instructions for accessing a web site to download the software. This is dependent on the specific tool and arrangements made between DISA and the tool provider.
Tool Usage
ASC X12 members agree that they will use tools provided through this program solely for the development and maintenance of the X12 Standard. They will not use the tools for projects within the context of their specific companies. When the tool is no longer required, the member will return the tool and release the license back to DISA. The member agrees to provide periodic assurances to DISA that the tool is still needed and that it is being used within the context of this program.
Returning Tools to DISA
DISA will request the return of tools from an X12 member when:
-
A license expires
- An individual leaves his/her sponsoring organization
- An individual's or organization's membership in X12 terminates
- A vendor withdraws from the program
- A subcommittee chair indicates that the member no longer requires the tool to support ASC X12 standards activities
ASC X12 members shall return to DISA any media and documentation related to the tool upon request. Furthermore, the member shall cease all use of the tool without obtaining a valid license directly from the product's manufacturer.
Adjudication of Disputes
The ASC X12 Steering Committee will adjudicate any issues related to this program. Those include unfulfilled tool requests from members, allocation of tools across the general population of ASC X12, and program issues presented by vendors.
