Falls Church, VA – December 03, 2010 – The Accredited Standards Committee X12 (ASC X12) testified at the NCHVS hearings on Administrative Simplification under the Patient Protection and Affordable Care Act on Standards and Operating Rules for Electronic Funds Transfer (EFT) and Remittance Advice (RA), held December 03, 2010 in Washington, DC.

Margaret Weiker, Chair of the ASC X12N Insurance Subcommittee and Debra Strickland, Co-Chair of the ASC X12N Health Care Claims Payment Work Group, provided information related to the EFT and RA process and formally requested that ASC X12 be named as the operating rules entity for the Health Care Claim Payment/Remittance Advice.

Ms. Weiker stated, “ASC X12 is the best organization for this role because ASC X12 has already defined a number of operating rules required for efficient and consistent implementation of these business processes.”

Operating Rules are currently included in the mandated 005010X221A1 Health Care Claim Payment/Remittance Advice (835) Implementation Guide. These operating rules are critical to successful implementation of this mandated transaction and they have been vetted and approved using ASC X12’s ANSI accredited consensus processes. ASC X12 has also already developed, vetted and published operating rules related to Real-Time Claim Processing, these rules cover submission of the 837 claim and the 835 response to that submission.
