Falls Church, VA – February 11, 2011 – The Accredited Standards Committee X12 (ASC X12) held a trimester meeting January 31st through February 4th, 2011 in Seattle, Washington.

ASC X12N, the Insurance Subcommittee, conducted more than 60 working sessions, each guided by ASC X12’s ANSI accredited consensus processes. The majority of these sessions were focused on two significant development activities.

6020 Implementation Guides
ASC X12N continued development of a new set of 6020 Implementation Guides for health care transactions, including the nine ASC X12 transactions mandated under HIPAA.

While the health care industry is implementing the previously mandated version 5010 implementation guides, ASC X12N continues to forge ahead, adding new functionality, improving existing functionality and enhancing requirements that will ensure consistency in every health care implementation.

Operating Rules
Operating Rules have been mandated by the Affordable Care Act and the Operating Rules for ASC X12’s Health Care Claim Payment/Remittance Advice (835) Implementation Guide will be adopted by July 2012 for implementation by 2014.

ASC X12 is dedicated to publishing a robust set of Operating Rules that complement the underlying 835 Implementation Guide and that ensure the entire health care industry exchanges consistent and meaningful 835 transactions.

In addition to the operating rules already published in the mandated 835 Implementation Guide, ASC X12N has published operating rules for Real-Time Claim Processing, which cover submission of the 837 claim and the 835 response.

ASC X12N will define additional critical operating rules in the coming months and encourages all health care entities impacted by these operating rules to join the effort to ensure all business needs are considered and met.

In addition to the ASC X12N working sessions, participants contributed to discussions and votes in 20 Task Group and Subcommittee meetings. X12N participants worked on joint activities with other ASC X12 groups, including Communications/Control, Technical Assessment, Finance, Marketing & Business Development, Policies & Procedures, Collaboration & Outreach, Technical Advisory and Procedure Review Board.

Margaret Weiker, Chair of ASC X12N stated: “ASC X12N has a lot of work ahead, with some very tight timeframes. I know the dedicated members will accomplish the tasks and complete the work on time, utilizing our open, consensus based processes and procedures. We welcome all industry participants to join us in this important endeavor.”

Added Cathy Sheppard, ASC X12 Chair, “ASC X12 has a strong reputation for investing the effort required to produce EDI Standards and related products for many industries. The work we are doing in ASC X12N provides the Health Care industry with robust, effective and balanced Standards, Implementation Guides, Operating Rules and TR3 XML Schemas, all vital to meeting the Administrative Simplification goals laid out in legislation such as HIPAA and the Affordable Care Act.”
