D. BUSINESS CASE/REASON FOR CHANGE:
The Defense Logistics Agency’s Energy Services, which writes contracts for and executes the purchase and delivery of energy for the Department of Defense (DoD) uses the Unit of Measure “Kilovolt” in its contracts. Kilovolt is a commonly used commercial unit of measure for electrical energy. Currently the Unit of Measure “Kilovolt” is not available for use in the DE 355 code table. As a result, trading partners are unable to requisition, transfer, invoice or pay for electrical energy by the kilovolt using X12 TSs. This CMR seeks to add the ability to convey the unit of measure Kilovolt in TS 511 and other related X12 TSs that DoD uses in its energy purchases, transfer, and payment processes.
